Under its Article 6-III, an individual publishing a site on a non-professional basis may ask that their full personal address be kept on file only by their host, disclosed solely on judicial request. That is the choice made here: the exact address is not published, but remains available on judicial request.
This site is self-hosted by its publisher, on personal infrastructure — a physical server at his home, connected through a Freebox Pro line from Free. That setup is documented in this write-up. There is no third-party host to name: the publisher and the infrastructure operator are the same person.
